Bill Balint

Biography

Bill Balint has 36 years of IT experience, including 35 years in higher education.  He is the founding CIO at Indiana University of Pennsylvania and has served in that role for 18 years.  Bill also serves as Pennsylvania's State System of Higher Education (PASSHE) Technical Executive for Central Administration. He was named to the 2023 EdScoop50 recognizing the nation's top higher education IT leaders. BIll was selected as the Pittsburgh CIO of the Year for Education in 2016 and guided IUP to the 2020 Pittsburgh Tech50 Award for Best Covid-19 Pivot.

He has delivered some 80 presentations spanning the breadth of higher education IT at regional, state, national and international events. Bill has appeared in some 35 publications in the form of essays, interviews and expert comments.

Bill is a co-founder of the Pennsylvania Banner User Group (PABUG), served as PABUG president and created the PABUG Technology Days event. Bill serves on the Greater Pittsburgh CIO Group Advisory Board, is a Pittsburgh CIO Executive Summit governing board member, is a member of the Pa. State System (PASSHE) Chief Information Technology Officers (CITO) group and served on the Keystone Initiative for Network Based Education and Research (KINBER) Board of Directors. He has also been a program committee member for Educause Mid-Atlantic and Internet2/InCommon Technology Exchange events and on the steering committee at the CIO Visions Leadership Summit.
