Dr. Connie Schaffer, Chief Information Officer, is responsible for the information technology services at Owens Community College for both the Toledo-area and Findlay-area campuses. In this role, she provides the direction and leadership for the Information Technology Services (ITS), operationally and strategically.
Her professional career includes over 30 years of experience in IT, mostly in higher education. She served 20 years at the University of Toledo in various IT leadership and technical positions, and two years at Lourdes College as the Director of Information Technology. Her most recent tenure was at Eastern Michigan University for almost 8 years in the roles of interim CIO and Deputy CIO.
Dr. Schaffer earned a Bachelor degree in Business Administration from Siena Heights College (University). She received a Bachelor of Science degree in Computer Systems, and a Master degree, focusing on political science - both from the University of Toledo. Her Ph.D., also from the University of Toledo, is in higher education leadership. The focus of her dissertation was on the success and qualifications of CIOs in higher education. She is active in various regional and national IT consortiums.
