Dr. O'Neill serves as the Chief Information Officer (CIO) for the Community Colleges of Spokane providing strategic leadership and operational oversight for district-wide information technologies, infrastructures and associated applications and services. Reporting to the Chancellor, he has authority over and responsibility for the Office of Information Technologies consisting of User Support Services, Project Management, Information Systems & Development Services, Technology Services and the district's Information Security Officer.
Prior to joining the Community Colleges of Spokane, Dr. O'Neill served as the Vice President for Integrated Technologies at SUNY Empire State College, Saratoga Springs, New York where he was charged with planning, leading, and managing all information technologies and networks including teaching and learning applications and systems, IT security, user support and training. Additionally, over the past 35 years Dr. O'Neill has served as the Executive Director/CIO for the Office of Information Technology at Boise State University, the Director for Information Resources at Eastern Washington University and in numerous technology positions at Washington State University.
Dr. O'Neill is a founding board member and past president of the Idaho Regional Optical Network (IRON); is a past President of ACUTA, the association for communications and collaborative technology leaders in higher education; has published numerous articles regarding infrastructure design and implementation, technology planning, IT organizational development and has been asked to speak to a wide variety of audiences regarding these topics. He holds a Ph.D. in Higher Education Administration from the University of Idaho, an MBA from the University of Montana, and a Masters degree in economics from Washington State University.
