David J. Rowe is the Associate Chief Information Officer at the University of California, Davis, where he provides executive leadership for enterprise technology strategy and the digital capabilities that support teaching, learning, and student success. He leads cross-functional initiatives that modernize enterprise systems, strengthen institutional effectiveness, and foster strategic partnerships across academic and administrative units.

David holds a Ph.D. in Technology Management with a specialization in Industrial Training and Development. His research examined the critical success factors that drive successful enterprise technology implementations in higher education. His professional interests include artificial intelligence, digital transformation, organizational change models, IT governance, enterprise strategy, and building strong digital partnerships that align technology investments with institutional priorities.

David is an active member of the higher education technology community and frequently collaborates with peers to advance innovative, resilient, and student-centered technology strategies.
