Biography

David Serna is an Instructional Technologist at Johns Hopkins University’s School of Advanced International Studies, where he supports accessible, inclusive, and engaging online and hybrid learning across programs in Washington, D.C., Bologna, and Nanjing. His work focuses on instructional design, faculty development, digital accessibility, Canvas administration, and the responsible use of artificial intelligence in higher education.

David recently co-presented at the Johns Hopkins Provost’s DELTA Teaching Forum on designing custom AI course chatbots and at the 2026 USDLA Conference on the role of student assistants in instructional technology, online-course quality assurance, and accessibility. Before joining Johns Hopkins, he served as an Instructional Technology Specialist and Professional Development Coordinator at the University of the District of Columbia, where he facilitated more than 100 faculty workshops and supported HyFlex, blended, and immersive learning initiatives.

Earlier in his career, David developed large-scale online training and certification experiences for educators in China. He holds an M.Ed. in Learning, Teaching, and Curriculum from the University of Missouri and a B.A. from UCLA. He is currently expanding his expertise in digital accessibility through CPACC certification preparation and is especially interested in connecting responsible AI implementation with inclusive course design.
