Joe Sabado

Biography

Joe Sabado is the Deputy CIO at UC Santa Barbara, where he oversees Financial Information Services, Student Information Services, Application Development, and the Data Services and Business Intelligence teams. He is leading the campus data governance initiative, aligning data strategy with institutional priorities, compliance, and analytics readiness.

Joe co-directs the UCSB AI Community of Practice, serves on the UC AI Council, and is Co-Leader of the EDUCAUSE AI Community—helping shape national strategy for ethical and effective AI use in higher education.

A certified ProSci Change Management Trainer and Practitioner, Joe also holds credentials including CISSP, CISM, ITIL, and Lean Six Sigma Green Belt, reflecting a multidisciplinary approach to organizational transformation, cybersecurity, and service excellence.

He is the creator of the Campus AI Framework, an emerging model that helps institutions align AI initiatives with mission, governance, and student impact. With nearly 30 years in higher education, Joe brings a systems-thinking mindset grounded in his lived experience as a first-generation college graduate and immigrant—committed to ensuring innovation serves equity, access, and generational impact.
