José Dominguez

Biography

Before joining the University of Oregon as CISO, José Domínguez served as Interim Chief Information Security Office CISO for the University of Oregon. He was responsible for defining the cybersecurity strategy and leading the teams managing risk and compliance, and providing cybersecurity operations for the university. His group is responsible for cybersecurity risk management and compliance, IT security services and operations, IT disaster recovery and cyber security operations center. José has served as the Director of Information Security Services & Operations within the Information Security Office and responsible for Security Architecture and Solutions Design, Threat Defense, Vulnerability Management, Investigations and Digital Forensics, Security Monitoring and Intel Sharing for Incident Response. Before transitioning fulltime to Cybersecurity, he served as Network Architect and Assistant Director for Network Engineering. He has also managed the Network for Education & Research in Oregon, the Oregon Gigapop and the Oregon Internet Exchange which provided connectivity to Internet2 and commodity Internet for higher education and public entities in Oregon. José has a Systems Engineering degree and  a Computer Science master's degree. He was a Fulbright Scholar from 1992 to 1996. For the last 28 years, José has been involved in managing cybersecurity risks, building secure networks and systems infrastructure, deploying emerging technologies and capacity building trainings in the educational sector and for service providers in the Dominican Republic, where he designed the first NREN initiative for the country, the USA and other countries in Latin America, Africa and Asia. 

José also works with the Network Startup Resource Center and the Escuela Latino Americana de Redes (EsLaRed) providing strategic training and technical advice to networking and security projects in emerging markets. In addition, José has chaired program content committees at multiple Internet2, Northwest Academic Computing Consortium (NWACC), Internet Workshops in America Latina y el Caribe (WALC) workshops and taught on Building an Information Security Program, Building cybersecurity compliance in a research environment, GDPR Compliance in US Higher education institutions, BGP Security, Multicast, IPv6, Network Design and Internet Architecture, Network Monitoring and Management, Advanced Routing Techniques and many other topics at events such as Internet2, The Quilt, LACNIC, ESnet Joint-Techs and Internet2 TechEx Meetings, and WALC workshops throughout the USA, Latin America, the Caribbean, Africa and Asia.
