Kelly leads the Portfolio and Process Management Office (PPMO) for Administrative Information Technology Services and CIO at the University of Illinois. As Assistant Vice President of PPMO, Mr. Block is charged with leading and improving the strategic planning process for enterprise information technology (IT), including plan implementation and accountability. He is highly respected by his colleagues and university customers, and he has developed an internal and external network of innovators and partners in moving the business process analysis and process improvement agenda forward in a complex and decentralized organization.
Mr. Block facilitates the administrative IT priorities process by managing the abundant flow of project requests through the review process. He works closely with the functional business leaders and other University IT groups to approve projects, prioritize them, and schedule resources to ensure the completion of the projects.
Mr. Block leads the generation and use of metrics throughout the organization that in order to assess the effectiveness of the departments with which he works. He is a graduate of the Society for College of University Planning Institute, and he is regular speaker at Educause. His work has resulted in developing IT governance programs internationally, and his follow up work in IT governance at the University of Illinois led to nine specific improvements in IT governance over the past five years.
Previously, Mr. Block worked in a project planning role on the university's ERP implementation. He also has previous experience in project management, software development, accounting, auditing and consulting.
