Biography

Kevin Morningstar has been the Dean of Instructional & Information Technology Services and Chief Information Officer (CIO) at California State University San Marcos (CSUSM) since July 2015. Spanning over 30 years’ experience in the technology field, Morningstar has built a well-respected record of developing and implementing forward thinking technology plans, working collaboratively across organizations, and serving senior executives as a trusted steward of fiscal resources and information technology services.

At CSUSM, Morningstar is responsible for the strategic leadership of campus-wide IT and academic technology services unit that supports the teaching and learning mission of the University. In 2018, he led the highly successful effort to create the campus’ first unified Technology Strategic Plan. As CIO, he has responded to structural fiscal changes that have led to budgetary and operational restructuring and implemented several strategies for improving service, including the deployment of the campus’ first Mobile App. Part of this strategy has been a reimagining of campus IT facilities through a combination of enhanced technology, collaborative space design, and alignment of services in support of faculty, staff, and students.
