Biography

Larry is the Senior Director of Infrastructure for the University of Kansas. He joined KU in 2024. Previosly Larry served as the Associate Deputy Chief Information Officer for the Texas Health and Human Services Commision (HHSC). He was with the State of Texas since 2011 holding roles as an IT Infrastructure Director and Applications Director. 

Larry brings a powerful combination of leadership and innovation to the role of Senior Director of Infrastructure. Throughout his career, he has consistently driven ambitious modernization initiatives, aligning technology vision with critical business needs.

Larry's leadership is demonstrably transformative. At the Texas Health and Human Services Commission (HHSC), he spearheaded the multi-year cloud migration project for the Texas Integrated Eligibility Systems (TIERS) applications. He championed the introduction of Agile practices into disaster recovery, boosting technical resilience. Previously, at the Texas Comptroller of Public Accounts (CPA), he revolutionized technical performance by transitioning from converged systems to hyperconverged environments, achieving significant cost savings and efficiency.

Larry is a strategic partner with a keen eye for customer focus. At HHSC, he served as Associate Deputy Chief Information Officer, managing IT divisions across the state. He also led high-level technology strategy for the TIERS program, partnering with business leaders to define application and technology needs. His commitment to customer success is evident in his role at HHSC's Social Services Applications organization, where he continuously delivered desired outcomes and fostered innovation. Larry's ability to navigate complex situations is further highlighted by the successful implementation of the P-EBT solution during the COVID-19 pandemic.

Larry boasts a proven track record of success. At HHSC, he led a team that delivered 26 successful releases in a single year, demonstrating a strong track record of execution. Previously, at the CPA, he led cloud migrations for numerous public outreach websites and migrated comptroller.texas.gov to AWS, all while fostering a culture of continuous improvement.

Larry's expertise in infrastructure modernization, cloud migration, and Agile methodologies makes him an invaluable asset.
