Biography
As president of the University of Phoenix, Dr. Palmer Noone served as the chief administrative officer responsible for the largest private university in the United States. Prior to Dr. Palmer Noone's appointment as President in July 2000, she served for over six years as the Provost and Senior Vice President for Academic Affairs. In this position, Dr. Palmer Noone was responsible for the managing and development of nine bachelor's, master's and doctoral level degree programs, seven schools, faculty governance, learning resources, institutional research, academic press, and state, federal and accreditation compliance. Before being promoted as the University's chief academic officer, Dr. Palmer Noone served as the Director of Academic Affairs at the Phoenix Campus for three years.For the past three years, Dr. Palmer Noone has served as a guest faculty lecturer at the Harvard University Graduate School of Education's Institute for Education Management and for the Management of Lifelong Education program. At the University of Phoenix, Dr. Palmer Noone has served as faculty at the Phoenix campus, having taught business, business law, ethics and communications courses, and served as the area chair for the Senior Faculty. She was named the University's Phoenix Campus Outstanding Faculty member in 1989. Dr. Palmer Noone has also taught at Grand Canyon University and Chandler-Gilbert Community College, both in Arizona.Dr. Palmer Noone's legal experience includes ten years service as an attorney-at-law in general civil practice in Iowa and Arizona. Additionally she has served as a Judge Pro Tem for the City of Chandler, Arizona. Dr. Palmer Noone continues as an active member of the American Bar Association, the State Bar Association of Arizona, and the Maricopa County Bar Association.Among her many activities, Dr. Palmer Noone serves as the vice Chair of the United States Secretary of Education's National Advisory Committee on Institutional Quality and Integrity, a member of the Board of Trustees of the Phoenix International School of Law, a member of the Board of Trustees of the University of Dubuque, the Arizona Board for Private Postsecondary Education, the Arizona Task Force on the Western Governor's University, and the Education Commission of the States Steering Committee. Dr. Palmer Noone is also on the editorial board of Future magazine and has served as a textbook reviewer for West Publishing.Dr. Palmer Noone is frequently requested as a guest and keynote speaker and has addressed audiences across the country regarding for-profit higher education, non-traditional education and modes of delivery, and the use of new technology in education.Dr. Palmer Noone received a Juris Doctor degree and Master of Business Administration degree from the University of Iowa, and a Bachelor of Business Administration degree from the University of Dubuque.
