Biography

MOHAMMAD GHULAM ALI (M 57) He has a Post Graduate in mathematics, obtaining first class, and a master diploma in computer science, obtaining first class, and stood first from a Bhagalpur university. His professional career began in the district's administration, and he got an opportunity to work under the guidance of the district magistrate and collectors and the divisional commissioners. He has provided IT support to them. He also did computerized processing for the General Assembly election. Then he moved to the state office of the Bihar Education Project Council, which is sponsored by the government of India and the government of Bihar and funded by GoI, GoB, UNICEF, and IDA, with the theme of universalization of primary education. He has provided very strong IT support to the head office and all the district's units, including the formulation of the project's annual and perspective plan, sequencing and scheduling, project monitoring in terms of physical and financial progress against the agreed targets, evaluation of the minimum level of learnings on a pilot basis, consolidation, compilation and onward transmission to the Ministry of Education survey, physical and financial project progress against agreed targets, and conducting the workshops at the state level. Then he moved to higher technical education. He has been working for more than 25 years at the Indian Institute of Technology Kharagpur. He is associated with the Department of Computer Science and Engineering of the institute as Principal Software Engineer. He is providing IT support to the institute network. He has deployed many small to big IT projects on the institute network, and some of them are copyrighted (Obtained copyright from the office of the registrar of copyright, GoI, New Delhi, on Comprehensive Research Information System, Faculty Self Appraisal, Triennial Evaluation of M.Tech Programs, PG Course Work, Panel of Experts, and on Multidatabase). Some software is in line to get copyright. He has a proven track record of designing, developing, and implementing enterprise-class, scalable data management solutions in terms of IT project management, including enterprise database design. He has experience with how to take necessary measures in data governance, including data analysis and interpretation, data integration (mediated and materialized), and data warehousing. He has experience creating and driving organizational value and projecting the organization in all possible and real ways with effective use of existing data. Besides, he is engaged with strategy planning, performance evaluation, quality assurance, world university rankings, and national and domestic rankings. case studies, benchmarking, and external peer review. He is also engaged in the flagship program called the Institute of Eminence. He is also engaged with compliance to various stakeholders and to the ministry. He has released some innovative documents for the betterment of the institute in various dimensions. He is also engaged with research and innovation. He has some research publications in the international journals and conference proceedings. He has written two book chapters in computer science. He received the Group A Officer Excellence Award from the institute pertaining to my contribution, giving significant impact on the institute’s functioning through outstanding dedication, competence, and exceptional performance; excellent service to the institute community and staff; and ingenuity. He received a letter of recognition for evaluating projects as a judge on the panel for the Reimagine Education Awards 2023—First Round Judge, November 6, 2023, QS Quacquarelli Symonds. Recently his three research papers on university rankings and SDGs are indexed in ERIC USA. Recently he presented IEEE conference paper in South Korea, and another IEEE conference paper Paris, France. Both papers are published by IEEE. One comprehensive review research review paper is submitted for indexing in ERIC, USA on Advancing a Sustainable Future: Integrating Technological Innovation, Policy, and Community Engagement. His one paper on values of quantitative data for qualitative is indexed in ERIC, USA. His innovative proposal was also accepted and presented at the QS Higher Education Summit in Kuwait under the track of global engagement and he was invited as Speaker. Recently, his one journal paper on institutional internal rankings and two research review papers on AI and post-independence initiatives in the education sector in India are also indexed in ERIC, USA. He had received a professional fellowship from the British Computer Society, UK. His proposal submission was accepted and presented for the QS Asia Pacific summit, South Korea and he was invited as a Speaker. He is continuously attending various seminars on recent trends in research and innovation being organized by GEP, ADU, UAE. He also received a certificate of appreciation for participation as session chair for the IAENG Laureate and Distinguished Scientist Summit 2025, Princeton & New York, USA, 17-20 February, 2025. He is also a senior member of some internal professional associations and a peer reviewer of some international conferences. He is a member of the editorial board of some international journals. He has completed a total 32-year career journey.
