Phil Baughn is an Executive Partner with Gartner Executive Programs, where he manages CIO and CxO relationships. In this capacity, he acts as mentor, trusted advisor and consultant to senior IT executives and CxO members of Gartner EXP. He is frequently called on to facilitate workshops and speak on the business impact of technology and best practices.
Mr. Baughn has more than 35 years of experience, 25 at the executive level, and is responsible for service delivery in the southern region of the U.S.
Prior to Gartner, Mr. Baughn served as the CIO for the Commonwealth of Kentucky, where he was responsible for the leadership and policy direction for all aspects of information technology; for enhancing service to customers and making government more accessible to the public; for oversight of large-scale and enterprise systems or projects; and for providing an efficient and effective IT infrastructure to support emergency and data center operations, voice, data and video communications, application development, data administration, computer and data communications, and end-user and customer support services.
Mr. Baughn was also the global corporate CIO for two multinational, publicly traded companies in the technology and marketing industries, and was Director of Operations and CIO for a large not-for-profit organization. He was a Founding Partner and served as the COO and CTO in a high-tech startup in the wireless and GPS/GIS industries.
