Phil Moss

Biography

Phil Moss is Assistant Vice Chancellor for Instructional Technology for the Oklahoma State Regents for Higher Education, providing state system leadership in instructional technology, electronic media, and distance education. Responsibilities include working with academic programs, planning, and policy as they are applied to electronically-enhanced instruction, and serving as staff liaison to institutional representatives for off-campus and electronic media delivery. He formerly served as Dean of Information Services and Distance Education at Western Oklahoma State College. Moss holds a Ph.D. in Adult & Higher Education with an emphasis in Distance Education from the University of Oklahoma, and an M.Ed. in Educational Technology. He is active in state and regional distance education organizations, including the Oklahoma Distance Learning Association (President Elect, 1998-99), Southern Regional Education Board (SREB) Electronic Campus Steering Committee, and the Western Governors University States Advisory Council.
