Biography

Russ Poulin led and participated in the creation of many digital learning initiatives including the North Dakota Interactive Video Network, WCET-the WICHE Cooperative for Educational Technologies, the State Authorization Network, the State Authorization Reciprocity Agreement, and the Canadian Digital Learning Research Association. Poulin worked at WCET for 3 decades and led it for five years. His expertise on digital learning policy resulted in his serving in federal negotiated rulemaking panels. Poulin received recognition for his work from many of the leading digital learning organizations.
