Biography

Dr. Ryan F. Morgan is a higher education leader, geoscientist, and scholar-practitioner whose work bridges academic research, institutional effectiveness, and student success. He currently serves as Vice Provost for Teaching, Learning, and Program Development at Central State University, where he leads institution-wide efforts in academic quality, accreditation, and strategic program innovation.

Dr. Morgan brings over a decade of progressive leadership experience across public institutions, with a portfolio spanning curriculum governance, graduate education, accreditation compliance, and large-scale institutional transformation. In his current role, he serves as the institutional liaison to accreditors and governmental agencies, directs Title III initiatives, and oversees key academic support units including teaching and learning, TRIO programs, institutional research, and assessment. His leadership has been central to advancing student success strategies, strengthening compliance frameworks, and aligning academic programming with state and federal priorities.

Prior to his vice provost appointment, Dr. Morgan served as Dean of Graduate Studies and the School of Business, Mathematics, and Science at Chadron State College, where he led academic partnerships with medical and professional schools, expanded graduate education, and guided strategic planning and accreditation efforts across multiple disciplines. His earlier roles include Assistant Provost for Curriculum and Assessment and Department Head at Tarleton State University, where he spearheaded new degree programs, improved enrollment outcomes, strengthened transfer pathways, and led institutional preparation for accreditation reviews.

As a scholar, Dr. Morgan is trained in geology and paleontology, holding a Ph.D. from Baylor University, an M.Sc. from Michigan State University, and a B.Sc. with teaching certification. His research focuses on paleobiology, ichnology, and sedimentology, with peer-reviewed publications in journals such as PLOS ONE and Ichnos. His work has contributed to the identification of new fossil species and advanced understanding of paleoecological systems. He remains actively engaged in the geosciences community through presentations, mentorship, and professional service.

Dr. Morgan’s funded portfolio includes leadership and participation in multimillion-dollar grants and sponsored projects, including U.S. Department of Education Title III funding and industry-supported geoscience initiatives.
