Sheila Quirk-Bailey

Biography

As Chief of Staff and Vice President of Planning and Institutional Effectiveness, Dr. Quirk-Bailey helps coordinate the strategic operations of the College and oversees the following functions: Institutional Research; Program Outcomes Assessment; Institutional Effectiveness; Strategic Planning and Strategic Alliances. During her 20 years at Harper College, she has held seven positions which included responsibility for the following functions: Strategic Planning and Alliances; Grants; Customized Training for Businesses; Workforce and Professional Development; Credit Career Programs; Technology, Math and Physical Science Division; Business Continuing Education; Economic Development; and Workforce Partnerships. She has provided leadership to many institutional initiatives including the 2007 HLC re accreditation and Harper'™s successful $88.8 million referendum in 2000. She has created strategic partnerships with five regional hospitals, 3COM, Motorola, Ameritech, Siemens and other Fortune 500 companies. She has also represented the College on statewide task forces on transfers and workforce development issues. Dr. Quirk-Bailey is very active in the business community and has served on many Chambers and Economic Development Boards. She is a past president of and currently serves on the Board of Directors of the Schaumburg Business Association, one of the largest business organizations in Illinois. She currently serves as Board Chair of the Northwest Educational Council for Student Success, which is comprised of the superintendents of Harper'™s three feeder high school districts. She also serves on the Schaumburg Business Development Commission. Dr. Quirk-Bailey holds a Doctorate in Management and Community College Policy and Administration from the University of Maryland University College, a Master™s degree in Communications from Northern Illinois University and a Bachelor of Science degree in Speech Communication from Bradley University. Prior to joining Harper College, she was an Education Manager at Andersen Consulting's Center for Professional Education. She also has Instructional Design and Management Certification from Andersen Consulting.
