Dr. Stephanie R. Bulger is Vice Chancellor, Instructional Services at San Diego Community College District (SDCCD), the second largest community college district in California, serving more than 100,000 students at San Diego City, Mesa, and Miramar Colleges, and Continuing Education. As the District’s chief instructional officer, she is responsible for curriculum, online learning, workforce and economic development, military contract education, grants, international education, honors program, articulation, and strategic planning. Her division is also responsible for ensuring the transferability of courses and degree programs to universities, building and maintaining relationships with local businesses and industry, and interfacing with universities, K-12, and workforce development organizations. She co-chairs the executive committee of the San Diego County College and Career Readiness Consortium (SDCCCRC). Her presentations and publications are on the topics of distance education, student learning, and achievement. She earned degrees in English and Literature, and has a Ph.D. in Higher Education Administration from the University of Michigan in Ann Arbor. Dr. Bulger has a particular interest in leading innovations that harness technological advances and help students succeed in reaching their educational, training, and career goals.
