Biography

Timothy C. Ramsay, CISSP, CISM Associate Vice President, Chief Information & HIPAA Security Officer, University of Miami Tim Ramsay is the University of Miami’s first Chief information Security Officer and Associate Vice President of Information Technology. Tim also serves as the institution’s HIPAA Security Officer. As part of his IT infrastructure portfolio in 2001, Tim created UM’s original information security program. With the arrival of a new CIO in 2011 and executive level concern about the dramatic increase in cyber attacks, Tim took on the challenge of strategically elevating UM’s security posture and capabilities. With senior management support, Tim overhauled the security program and set it on a new course with a new charter, strategic plan, architecture, governance, policy/compliance discipline, staffing model, training/awareness program and metrics-based framework. He conducted audits and risk assessments to prioritize millions of dollars in security investments to fortify the perimeter, data center and endpoint defenses, detect insider threats and raise the assurance level about user identity and access. He revitalized the incident response team, built a new vulnerability management program and is currently modernizing the University’s disaster recovery and business continuity plans. On the regulatory front, Tim is an integral part of UM’s compliance team for PCI-DSS, HIPAA, FDA Part 11, GLBA, FISMA, Red Flag and FERPA and has either created or chaired the governance committees responsible for monitoring compliance. He works closely with General Counsel and other executives in responding to external inquiries, audits and coordinates all forensic investigations. Tim has served UM in six different roles during the last 26 years, four of them as an Assistant or Associate Vice President. He has had P&L responsibility for two different $30M operations at UM and managed a team of 150+ technology professionals. During most of the 90s, Tim guided UM’s $1B procurement spend as UM’s second highest contracting officer. Since 2005, he has taught computer information systems classes at UM at the graduate and undergraduate level and is currently guiding the College of Engineering faculty in developing a cyber security master’s degree program. Tim holds a BBA in Finance from Florida International University, an MBA with a Specialization in CIS and a Certificate Degree in Telecommunications from UM. He also holds an active CISSP and CISM certification.
