Tom Caswell

Biography

Tom has over 15 years of experience in instructional technology and curriculum development. His passion is helping institutions better serve students through competency-based education (CBE), open educational resources (OER), and improved use of technology. Tom developed CBE pilots with a number of higher education institutions in his role as Director of Instructional Design at Helix Education. Previously, as Director of Instructional Design at Western Governors University, he developed over 120 courses and shared competency-based models with numerous community colleges through a Gates Foundation grant. In 2010 Tom led the Open Course Library in building 81 open courses for the Washington State Board for Community and Technical Colleges (SBCTC). Tom has consulted for numerous institutions, including MIT, Creative Commons, the Open CourseWare Consortium, and the Open University of Catalonia.
